The Guidance on Safety Performance Indicators was designed to serve as a tool to assist industrial enterprises, public authorities, and communities near hazardous installations world-wide develop and implement a means to assess the success of their chemical safety activities. This Guidance is NOT prescriptive; rather, it provides suggestions related to the elements that might be included in a voluntary Safety Performance Indicator (SPI) Programme and provides general guidance on the process of establishing and implementing such a Programme.

The Guidance on Safety Performance Indicators is a companion to, and builds on, the OECD Guiding Principles for Chemical Accident Prevention, Preparedness and Response (2nd edition, 2003). Both this Guidance, as well as the Guiding Principles, are designed to be applicable and useful worldwide. Thus, they are intended to be consistent with, and complementary to, related international initiatives in the public and private sectors.

This Guidance is the result of a collaborative effort - under the supervision of the OECD Working Group on Chemical Accidents - involving experts from stakeholder groups in both the public and private sectors.

OECD has provided a tool to assist users in adapting the general guidance to develop their own SPI Programme. Through a series of questions, this tool leads readers to relevant sections of the guidance, allowing them to select indicators applicable to their Programme. The final result is a "Word" document containing all these indicators and related material.
