    Documentation

    These indicators address the various types of documentation need for the safe production, use, handling, storage and transport of hazardous substances in order to prevent accidents and to effectively respond should an accident occur. This includes operating procedures for hazardous installations, as well as recordkeeping to document actions taken to improve chemical safety.

    Identification/Evaluation of Risks

    These indictors address several related subjects including: - the identification of hazardous installations of concern; - hazard and risk assessments; - the application of the hazard and risk assessments in prevention, preparedness and response activities; and - reporting by industry to public authorities concerning the risks as well as steps taken to control them (e.g., safety reports or risk management plans.

    Investigation of Accidents

    These indicators relate to the activities of industry, public authorities, and other stakeholders to identify the underlying causes (root causes) of an accident, the lessons to be learned, and the ways to prevent similar accidents in the future.
